Oh, that sucks, Athena!
If I were her, I'd just quit, to be honest. If enough people quit and you can stop people from getting hired, he'll know you mean business. Boycott them, go on strike! You have rights, and on top of that, discrimination is illegal. (If you want to get proof of his discrimination, do you know any people not of white heritage? Get them to run for a job, see if he hires them.)
Also, it's illegal -as far as I know- to fire people for speaking their own opinions. You've got quite a few counts against him already, as far as I can see, so you might do well if you took him to court... Not that I know anything about legal systems. XD.
On the other foot, if your sister-in-law really needs this job, I'm afraid I'm out of ideas. If she doesn't, then even getting the other girls at work to go into his office one day, sit him down and tell him what's what might have the desired effect.
Oh, and wear really unflatting clothes to work! ;) That shoud cut down on the perversion, I guess.
I'm sorry I can't be of more help to you guys, but I hope you work something out soon! I can't imagine working under those conditions, and the guy sounds like a complete jerk. Still, good luck with your counter-attack ;).

Try reporting it to the state government. They have a branch for that kind of stuff.
